INVITATION TO TENDER FOR YEAR 2026 CAPITAL PROJECTS
1. INTRODUCTION
The Jos University Teaching Hospital in compliance with the Public Procurement Act (PPA) 2007, is inviting reputable, competent and experienced contractors to apply for the under-listed projects appropriated in its 2026 Appropriation.
2. SCOPE OF WORK

4. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation Issued by the Corporate Affairs Commission (CAC) Including, Form CAC 1.1 OR CAC 2 and CAC 7 OR Status Report. Also, the Evidence of Filling Annual Returns with the CAC.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2026; with a minimum average turnover as indicated in the bill of quantities.
c. Evidence of Pension Clearance Certificate valid till 31st December 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026.
g. Sworn Affidavit, duly signed by the deponent dated within the advertisement period;
– stating whether or not any officer of the relevant committees of Jos University Teaching Hospital or Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director of the company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, Director(s) and secretary of the company MUST sign the report. The seal and registration number of the Auditing firm MUST be on each Audited Account;
i. Bank Reference Letter addressed to the Chief Medical Director, JUTH from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed, dated within the advertisement period;
j. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project (Architect, Building Engineer, Quantity Surveyor, Electrical Engineer, Mechanical Engineer for WORKS Only), including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. For LOT-MSG-2, Companies must present personnel with current license of Nigeria Electricity Management Services Agency (NEMSA) certificates, specialized in solar installations.
l. For LOT-MSG-2: Letter of Authorisation from the Original Equipment Manufacturers (OEM) of Solar Components as a distributor or agent:
m. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years arranged in the following order
a. Letter of Award,
b. Valuation Certificate for ongoing project or completion Certificate for completed projects.
c. Photographs of the projects; For Category ‘A’-WORKS only.
n. For LOT LSAC-1: List of Plants/Equipment with proof of Ownership or Lease Agreement.
o. For Joint Venture (JV)/Partnership, a memorandum of understanding (MoU) must be provided indicating the lead partner. Other parties to the JV/Partnership must present current documents listed in 4 (a-f) above.
p. Only companies in the National Automotive Design and Development Council (NADDC) approved list of Local Manufacturer of Vehicles or their Authorised Representative should bid for the Vehicles in LOT PRV-3.
q. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and a functional e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
All documents/information MUST be arranged and submitted in the strict sequence listed above and paginated, failure to do so would lead to disqualification.
5. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Office of JUTH from 8:00 am to 3:30pm upon presenting evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) only to the JUTH Treasury Single Account (TSA) through REMITA “Tender Fees” at any reputable Commercial Bank in Nigeria. You are to present the evidence of payment to the Accounts Department of the Hospital and obtain an official receipt indicating name of company and the LOT being bided for. Evidence of payment of the tender fee of Ten Thousand Naira (N10,000.00) to be included in the technical bids. Bidders should ensure they sign the Bid Collection Register.
6. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit tender documents in two (2) copies (Original and Copy) each for Technical and Financial Bids, packaged in two separate sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project e.g. TECHNICAL BID FOR LOT 1:……….. and FINANCIAL BID FOR LOT 1:……… and at the reverse side, the name of the company should be boldly written. Both envelopes shall then be put in a larger envelope clearly marked at the top right corner stating the title of the project bided for and the name of the bidding company, then addressed to:

The tender documents should be dropped at the designated Tender Box for the Project at the Procurement Department not later than 12:00 noon, Tuesday, 6th October, 2026.
7. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon, Tuesday, 6th October, 2026, at the Board Room, Jos University Teaching Hospital of Plateau State, in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure you drop bids in the designated tender box at the Procurement Office of JUTH as well as sign the Bid Submission Register before leaving the office as the Hospital would not be responsible for misplaced or wrongly submitted bids.
8. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots in all two (2) categories, violation would lead to automatic disqualification.
d. All costs will be borne by the bidders;
e. This advertisement is specifically for projects under the 2026 Appropriation Act and shall not be construed as a commitment on the part of the Hospital to award any or all the above listed projects;
f. Bidders can submit through Post (Courier Services) but bids must be in the tender box before the deadline;
g. The Technical Bids will be opened in the presence of the general public, Civil Society Organizations (CSOs) and Professional bodies
h. Only pre-qualified bidders after technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
i. Due diligence would be followed and all documents submitted might be verified as well as contractor’s offices shall be visited. Any discrepancies found with submitted documents shall result in disqualification.
j. Bidders are required to create a table of content along with their submissions where requested documents can be easily located and perused.
k. The Hospital strongly emphasises that all documents/information MUST be arranged and submitted in the strict sequence listed in 4(a-n) above, and paginated, failure to do so would lead to disqualification.
l. Bidders are especially advised to fill and submit all Tendering Forms along with both technical and financial bids and as refusal to fill and duly sign those forms would result to automatic disqualification.
m. The Jos University Teaching Hospital is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
